PROJECT OVERVIEW
The City of Santa Ana’s Arts & Culture Office, in collaboration with our Sister City, Sahuayo, Mexico, is inviting professional artists or artist teams who live or work in Santa Ana to submit their qualifications for a mural project. The mural will be installed on the exterior wall of Perla Mexican Cuisine, located at the corner of 4th and Birch Streets (400 W 4th Street). The total budget for the project is $20,000 (inclusive of materials, artist fees, and installation). Mural installation is anticipated for Spring 2025.
SELECTION PROCESS:
The City of Santa Ana – Arts & Culture Commission will review all submissions. Up to two (2) artists and/or artist teams will be selected to participate in this transcultural mural project, celebrating the connection between Santa Ana and Sahuayo.
The deadline for application submission is Tuesday, January 7, 2025 at 11:59 PM (PST) and must be submitted online via Submittable.com.

PROJECT OBJECTIVE/THEME
The City of Santa Ana formalized its Sister City relationship with Sahuayo, Mexico in 2022, which was further solidified during the City of Santa Ana’s visit to Sahuayo in 2023. Since then, delegates from Sahuayo have visited Santa Ana twice, touring iconic murals, local businesses, and key landmarks such as Santa Ana College, the Bowers Museum, and the Santa Ana Zoo. During these exchanges, the idea of a joint mural project in Downtown Santa Ana emerged as a symbol of cultural collaboration.
The City of Santa Ana is now seeking local artists or artist teams to be part of this significant project. The selected artist(s) or team(s) will collaborate with artists from Sahuayo to design and install a mural in Santa Ana, celebrating the shared cultural heritage and vibrant connection between the two cities. There is also potential for the creation of a complementary “sister” mural in Sahuayo, further deepening the artistic and cultural exchange.

The wall is located on the exterior of Perla Mexican Cuisine on the corner of 4th & Bush Streets at 400 W 4th Street.
It is highly recommended that you visit the site on your own.
PROPOSAL SELECTION CRITERIA
This Request for Qualifications (RFQ) is open to professional artists and artist teams living and working in the City of Santa Ana. Muralists working in any medium or style are encouraged to apply. A selection committee will review the applications and select up to two (2) artists and/or artist teams.
The selection panel will review and evaluate the applications based on the following criteria (but not limited to):
- Demonstrated experience in mural creation and public art.
- Professional and technical capacity to plan, coordinate, and execute a mural project in collaboration with City of Santa Ana staff, city representatives, contractors, and the general public.
- While not required, a connection with the city of Sahuayo is preferred.
BUDGET
The selected artist(s)/team(s) will be awarded $20,000, which must cover all costs related to the design, materials, and implementation of the artwork. The completed artwork will become the property of the City of Santa Ana. The City will pressure wash the walls and attend to any necessary repairs prior to the installation. The City will also ensure the application of an anti-graffiti coating to the mural.
Selection and funding are contingent upon the execution of a formal agreement between the artist(s)/team(s) and the City. The award will be distributed in two payments: 50% upon a fully-executed agreement and receipt of invoice, and the remaining 50% upon the successful completion of the installation and final invoice submission.
ELIGIBILITY
Applicants must be age 18 or older. Candidates are eligible regardless of race, color, religion, national origin, gender, gender identification, military status, sexual orientation, marital status, immigrant status, or physical ability.

Resume(s) should reflect artist experience designing, fabricating, and installing artwork in outdoor public settings. Resume(s) should include information regarding past public art commissions, design experience, exhibitions, awards, grants, and education.
- Additional material included that is not requested by the Arts & Culture Office will not be reviewed.

ADDITIONAL INFORMATION
It is the policy of the City that artists selected through this application process must agree to maintain liability insurance, which will insure and indemnify the artist(s) and the City of Santa Ana for the duration of the contract. However, for this project, the City will cover the costs of insurance and permits (if required).
- The City of Santa Ana is not obligated to select a finalist from the submitted applications and reserves the right cancel this application at any time.
- Submitting an application does not constitute an expressed or implied contract.
- Applicants submitting will receive notification of the results of the selection process.
- Application materials will not be returned.
- All submissions become the property of the City and may be published in print and/or the City’s website. The City will have the right to use the artwork for purposes, including commercial, that they deem in their interest to utilize.
- This application is subject to ordinances in effect in the City of Santa Ana.
