Commander Oscar Lizardi is a 27-year law enforcement veteran, having served the last 25- years with the Santa Ana Police Department.  He previously held various leadership positions in the Patrol, Family Crimes Unit and Special Investigations, Crimes Against Persons, and Metropolitan Divisions.  Commander Lizardi currently serves as the Human Resources and Training Division Commander in the Administrative Bureau overseeing the Academy Tactical Officer Unit, Field Training Officer Program, Defensive Tactics Program, and Firearms Range Operations.  Additionally, Commander Lizardi has been a Special Weapons and Tactics (SWAT) Team member for over 20 years he holds a Bachelor's degree in Criminal Justice.

Commander Joe Weber is a 25-year law enforcement veteran with the Santa Ana Police Department. He has worked assignments across all bureaus of the police department in line-level, supervisory, and management positions. Additionally, he holds a Bachelor’s degree in Spanish Teaching and Master’s degree in Criminal Justice, and a graduate of the FBI National Academy.

Manager Susan Gorospe has served the City of Santa Ana for 23 years, with 9 of those years devoted to serving the Santa Ana Police Department in two distinct periods.  Before returning to the Department, she held leadership positions at the Community Development Agency as a Senior Management Analyst and Principal Management Analyst at City Hall.  In her current role, she oversees the Budget & Fiscal, Central Distribution Center, and Building & Facility operations.  Manager Gorospe holds a Bachelor’s Degree in Economics and a Minor in Management.

Communications Manager Jennifer Arellano has been a Police Dispatcher for 20 years, having served the last 15 years with the Santa Ana Police Department. She previously held leadership positions including Communications Training Officer, Police Communications Supervisor, and Tactical Dispatcher for the SWAT Team. Additionally, Manager Arellano holds a Master’s degree in Law Enforcement and Public Safety Leadership.

Records Manager Jessica Antes began her career in Public Safety in 2005. She worked as a Police Dispatcher, Communications Training Officer, and Shift Supervisor for the City of Long Beach and as an Administrative Manager for the Redondo Beach Police Department.  Manager Antes joined the Santa Ana Police Department in 2022 and currently oversees the Records Division.  Additionally, she holds a Bachelor’s degree in Kinesiology and Sports Psychology.

Police Systems Manager Boris Duran has been a member of the Santa Ana Police Department since 1992.  For the first 19 years of his career, he served as a Police Dispatcher and later a Lead Dispatcher.  He transitioned to overseeing the Department's technology in 2011.  Manager Duran holds a Bachelor’s degree in Business Information Systems and is a graduate of the Los Angeles Police Department's Leadership Program.
