The Housing Authority of the City of Santa Ana (SAHA) will be accepting pre-applications for the Project-Based Voucher (PBV) Program for two specific project locations beginning Friday, December 1, 2023 at 7:30 AM until further notice. Families residing in PBV units pay 30% of their (adjusted) monthly income for rent and utilities, and the balance of their housing costs are paid by the Housing Authority. Families in PBV units are assisted as long as they live in the unit and continue to qualify for the program. You may apply if you are extremely or very-low income, 18 years of age or an emancipated youth. Please see below for the programs current income limits.
How to apply
Visit the Housing Authority’s waiting list webpage to complete a pre-application online. If you have any questions or need assistance applying, please contact the Housing Authority Waiting List Hotline (714) 667-2284. You must apply for each project location you are interested in by checking the location during the application process. The waiting lists are for apartments assisted with project-based vouchers at the specific project location. Your family must live in the offered PBV-assisted unit in order to receive assistance.
Applications are non-transferable and you must apply for each project separately. Please read the description of each project carefully as you must qualify including income restrictions and family-size requirements.
Am I eligible?
We determine eligibility based on the total annual gross income and family size. Housing choice vouchers are limited to US citizens and specified categories of non-citizens who have eligible immigration status. In general, the family’s income may not exceed 50% of the median income for the county or metropolitan area in which the family chooses to live. Below are the programs current income limits:

The Housing Authority has established a local preference for applicants who live or work in the City of Santa Ana. Persons who live in unincorporated areas of Santa Ana or outside of the City do not qualify for this preference.
Please do not contract the Housing Authority after you submit your application; we will notify applicants in writing when an application is selected for the specified project location. Duplicate applications will also automatically be denied.
