Construction meters
Temporary water service connections are required where there is a need for construction site water from the City of Santa Ana and there is not a metered and backflow protected connection. Fire hydrant meters (or construction meters) are required to assure the City that the water is being paid for and, more importantly, that our water supply is being protected from contamination.
Permits
You can apply for a construction meter permit by completing a permit application form during your appointment. Here is an example of an application you will be provided during your appointment. Please bring the following:
- A copy of the current business license with the City of Santa Ana;
- A check made payable to the “City of Santa Ana” in the minimum amount of $3,310.10 (company name on the check has to match the name on the business license);
- Job location (map of location where meter is to be installed).
- Be ready to fill out an Application Form with:
- The job location(s);
- Estimated completion date;
- Company name and telephone number;
- Foreman’s name, email and telephone number;
- Company business address and City Business License Number.

Fire hydrant meter permits are issued at the Santa Ana Corporate Yard between the 7:30 am to 3:30 pm, Monday through Thursday and every other Friday, except holidays.

Once all requirements are met and a permit is issued, the fire hydrant construction meter (FHCM) will be provided to you at the time of the appointment.
Fees
Equipment deposit
$3,298.00 for 3" meter. Estimates will be provided for larger meters.
Daily rental fee
$2.42 (daily rental fee) x 5 for (five-day minimum daily charge) = $12.10. If you anticipate using the construction meter for more than five days, you may add those days now or they will be charged when the meter is returned.
Important information
Deposits will be refunded upon return of undamaged meter and tools, after payment has been deducted for a cost of the water used and daily meter rental fees. All or part of the deposit may be forfeited for failure to pay any bill, reporting meter stolen, failure to return meter, or damage to any meter or tools used by the permittee. Billings and refunds are processed within 4 – 8 weeks from the date meter is returned.
