Background and experience

Sandra Flores is a Chief Assistant City Attorney for the City of Santa Ana. Ms. Flores represents the City in civil litigation. She joined the City in March 2014 after 17 years of private litigation practice.

While in private practice, Ms. Flores represented the cities of Yorba Linda, Azusa, Lake Forest, Los Alamitos, Claremont, and the Santa Maria Water District, among other public entities. She has litigated contract disputes, real estate issues, personal injury cases, construction defect matters, and multi-million dollar property damage cases.

Ms. Flores’ trial experience includes jury trials and bench trials.   Ms. Flores successfully defended a police officer in a bench trial against alleged civil rights violation.

Additionally, Ms. Flores has valuable appellate experience having written numerous successful appeals to federal appellate courts and the California Supreme Court.  She also successfully argued a case involving a landlord’s liability when leasing to an illegal marijuana dispensary before the California Court of Appeal for the 4th District, Division 3.

Professional affiliations

Ms. Flores is admitted to practice law in California, in the United States District Courts of the Central and Southern Districts as well as before the United States of Court of Appeals, Ninth Circuit.

Education

Ms. Flores received her J.D. from Berkeley School of Law, University of California in 1996.  During law school, she was a summer extern for the Honorable Arthur Gilbert, Justice of the Second Appellate District, Division 6. Ms. Flores obtained her Bachelor of Arts degree in History from the University of California, Los Angeles in 1993.
