The City of Santa Ana is proud to announce Councilmember David Penaloza’s unanimous appointment as Chair of the Transportation Corridor Agencies/San Joaquin Hills Transportation Corridor Agency (SJHTCA) Board of Directors, commonly known as The Toll Roads. This milestone marks the first time in nearly 40 years that a Santa Ana representative has chaired the agency.

As Santa Ana’s representative to the TCA, Chair Penaloza plays a key role in overseeing and guiding the management of Orange County’s toll road network. With over 25,000 Santa Ana account holders using The Toll Roads (approximately 30% of households), ensuring our residents have strong representation is essential. We congratulate Chair Penaloza on this historic achievement and representative leadership of the City of Santa Ana in advancing regional transportation initiatives.
