The Housing Division provides technical and financial assistance to residents, developers, investors and non-profit organizations within the residential community to ensure the enhancement of existing housing stock, construction and rehabilitation of quality affordable housing, and the promotion of home ownership opportunities.
2025-2029 Regional Assessment of Fair Housing (AFH)
The 2025-2029 Orange County Regional Assessment of Fair Housing (AFH) is a five-year strategic plan that analyzes housing patterns and demographics to address housing disparities and promote equitable access. Its goals include identifying fair housing issues, removing barriers to housing choices, and ensuring fair opportunities for all residents, regardless of race, ethnicity, gender, disability, or income.
Led by the City of Santa Ana, in partnership with 27 cities and unincorporated areas, the AFH aims to eliminate housing inequities and expand access to resources like jobs, transportation, and education, fostering long-term housing equity in Orange County.
