Project description

The City’s first universally accessible playground installation at the George Upton All Access Park playground (one acre-site) located within Carl Thornton Park will include equipment specially designed to enable children of all abilities to play alongside each other. All children, regardless of physical limitation, can enjoy the fun that comes along with playing on a playground. The universal playground will feature multigenerational play components to support playground usage by those with disabilities as well as their parents and caregivers, adaptive swings, and wheelchair-accessible elements. This playground will replace the 30-year-old playground with aging equipment.

Project components

  • Universally accessible playground designed for children ages 2 through 12
    • Complete with 10 slides, 9 spinners, 17 climbers, 5 swings, and a seesaw
  • Interconnecting ramps and walkways to provide ADA accessible ingress and egress between parking areas and the playground
  • Shade structures
  • Lighting updates
  • Drainage system
  • Basketball court resurfacing

Funding

Total project cost of $2,348,619 with the following funding sources:

  1. State of California Natural Resources Agency Grant: $2,000,000
  2. Cannabis Public Benefit Fund: $230,250
  3. General Fund: $118,369
  4. Public Works Agency Fiscal Year 2023-24 operational budget for park services (majority of funding provided by Measure X Fund): Project demolition cost

Project history

On May 3, 2022 the City Council adopted a resolution approving the acceptance of grant funds from the State of California Natural Resources Agency in the amount of $4,000,000 for the Zoo Educational Hub ($2,000,000) and installation of a universally accessible playground at Thornton Park ($2,000,000). On September 6, 2022 the City Council approved an appropriation adjustment to recognize the grant funding. Invitations for bid were issued to contractors in August 2024, open competitive bids for proposals were accepted in September 2024, and a construction contract was awarded in November 2024 to Landscape Structures Inc. to complete the project.
