Healthy Enrichment & Recreation Opportunities (HERO)
The Healthy Enrichment & Recreation Opportunities (HERO) program is a new recreation based after school care and summer camp program for children ages 5-12 years. The program is made possible through a contract with the State of California Department for Social Services approved by Santa Ana City Council on Tuesday, November 19. This funding will assist working families with little or no-cost childcare options.
Targeted start date
PRCSA intends to begin offering these programs by Spring 2025 at Garfield Community Center. Additional sites will launch in the Fall of 2025.
What is the HERO program?
The HERO programs aim to support working families by offering accessible after-school and summer camp options at little to no cost. HERO will help establish a solid foundation for families and the community by providing high-quality child care and valuable resources.
The school-age programs will serve Santa Ana youth, offering them a chance to engage in activities close to home and school. These programs will focus on enhancing children's health, wellness, and interpersonal skills. Activities will include:
- Games
- Sports
- Dance
- Music
- Arts and crafts
- Weekly swim lessons (during Summer Camp)
- Excursions to Southern California attractions
Who is eligible?
Children ages 5-12 living in the following zip codes: 92701, 92703, 92704, 92706, and 92707. Additional qualifications will be outlined based on household income limits as defined by the Department of Housing and Community Development Agency (HCD).

- After-school programs:
- Hours: 3 - 6 p.m.
- Days: Monday to Friday during the school year
- Summer camps:
- Hours: 7:30 a.m. – 5:30 p.m.
- Days: Monday to Friday during summer break
Funding
In April, 2023 PRCSA was awarded a contract with up to $6.9 million dollars annually in funding by the State of California Department for Social Services to enhance after-school and summer camp programming. Funding will allow for the hiring of up to an additional 35 full-time and 35 part-time city employees. Funding will be utilized to help foster stronger relationships with community partners and increase collaborative efforts with more local service groups.

What is the staffing ratio?
Each location will maintain a 1:10 staff-to-participant ratio, with teachers and teacher aides leading the daily programming.
Can I apply to work for the HERO program?
Yes! Stay tuned for employment opportunities if you have child development experience or licensing. We will be hiring a Site Director and additional staff for each location.
