All of our bids, requests for proposals (RFP), requests for qualification (RFQ), and requests for information (RFI) are shared on a tool called PlanetBids. If you are a potential contractor, subcontractor, supplier, etc., please register for a Planet Bids account to view current projects, download plans and specifications, and receive addendum notices.

COMMUNITY WORKFORCE AGREEMENT (CWA)

THE BELOW INFORMATION PERTAINS TO THE COMMUNITY WORKFORCE AGREEMENT OF 2023.

A Citywide Community Workforce Agreement (CWA) was approved for all Public Works projects over $750,000 and Specialty Contracts that exceed $100,000 for a period of ten years by City Council and became effective after being in agreement by all parties on June 6, 2023. View the City Council Staff .

Upon execution, this agreement will require all contractors and subcontractors to comply with all the applicable laws, and regulations requiring the payment of prevailing wages and all contractors are to be bound to the agreement whether they are union or non-union.

The following are key points of this specific CWA:

  • Applies to Public Works projects over the threshold amount of $750,000 and all subcontracts flowing from these prime multi-trade contracts.
  • Applies to Specialty Contracts projects over the threshold amount of $100,000 and all subcontracts flowing from these contracts.
  • Term of agreement will be for ten years with annual reports to City Council
  • 30% of total work hours to be performed by workers from Tier 1 and Tier 2 ZIP Codes in Orange County.
  • Partnership with Los Angeles County, Orange County, Building and Construction Trades Council and the Signatory Craft Councils and Unions.
  • No work stoppages
