Executive Order 5-2020, approved in early June 2020, permits retail businesses in Downtown Santa Ana to expand their business operations onto City sidewalks or parking spaces (with advanced notice). Since the implementation of the Order, many businesses have expanded onto sidewalks generating positive activity and sales. Beginning Friday, August 21, 2020, Downtown will activate “Retail Islands” throughout 4th Street for nearly a dozen retail stores. Retail Islands are similar to Food Islands, where parking spaces are reserved in advance and used as additional business operation space. City staff will block off the parking spaces early morning on Friday and businesses who are participating in the Retail Island function will be responsible for the aesthetics of the space. Retail Islands will continue every weekend throughout 4th Street until the end of the stay-at-home order. The goals are to continue to activate Downtown Santa Ana in a safe manner while drawing in more activity and revenue for businesses.
