Warner Avenue is a regionally significant arterial roadway, providing east-west travel through the City. To enhance safety, mobility and overall quality of life in the neighborhood, the City is Santa Ana proposes to improve and widen the 1-mile segment of Warner Avenue from Main Street to Grand Avenue from four to six lanes. When completed, the proposed improvements will improve pedestrian and bicycle mobility and safety while creating a consistent major arterial facility as designated in the City’s General Plan Circulation Element and in the County of Orange’s Master Plan of Arterial Highways. The recommended alignment was selected to maximize benefits while minimizing overall impacts to the community.
Project Scope, Funding, & Status

Main Street to Oak Street (Phase 1)
- Scope: Improvements include widening Warner Avenue between Main Street and Oak Street from 2 to 3 lanes in each direction. Improvements also includes adding additional left turn lanes at Main Street, bus turn outs, raised medians, and bike lanes along Warner Avenue between Main Street and Oak Street.
- Funding: OCTA Measure M2 Grant, City of Tustin Fund, M2 Fair share, SB1 RMRA and a variety of local funds.
- Status: This segment is currently in the construction stage and is expected to be completed in the fourth quarter of 2025. See Public Works webpage for complete project schedule.

Oak Street to Grand Avenue (Phase 2)
- Scope: Improvements include widening Warner Avenue between Oak Street and Grand Avenue from 2 to 3 lanes in each direction. Improvements also include adding additional left turn lanes at Grand Avenue, bus pads, raised medians, and a protected bike lane.
- Funding: OCTA Measure M2 grant, City of Tustin Fund, M2 Fair share, CA Water resources grant, and a variety of local funds.
- Status: This segment is currently in the design stage and construction is scheduled to start in the fourth quarter of 2025. See Public Works webpage for complete project schedule.
